2. The instructor's responsibility
It is the instructor's responsibility to drive the boat with the participants on board and to go through the syllabus. This approach will include both theory and practice, where the instructor will provide a thorough review of safety equipment and procedures, consideration of passengers on board, and responsibility for the environment. The participants will also learn about how alcohol and other drugs affect boating, and will get to try alcohol glasses to experience the effect.
3. Weight stability and consequences of incorrect placement
An important part of the course will be learning about weight stability and the consequences of misplacement, both with regard to cargo and passengers. This will help to increase the participants' understanding of how to avoid dangerous situations and accidents at sea.
4. Stop test
The instructor will show the participants how long it takes to stop a boat at high speed. This will be done by driving the boat at high speed towards a buoy and demonstrating the stopping distance in front of the exposed buoy.
5. Speed blindness
In order to increase the participants' understanding of speed blindness, we will take a trip at high speed and then reduce the speed sharply.
6. Sense of speed
We will also demonstrate how high speed affects navigation, the surroundings and the passage of other vessels. This will be done by driving a planned route at speeds between 35-50 knots. Participants will learn about the importance of looking up, planning the voyage and reducing speed if necessary. We will also focus on how fellow passengers can contribute to observation.
7. The participants drive the boat
After a thorough introduction from the instructor, the participants will have the opportunity to carry out the exercises themselves. This will include topics such as power trim and flaps, throttle use, steering wheel use, lifting the gaze and maneuvering in different wave conditions.
8. Summary
When the course is finished, the instructor will drive back to the boatyard and take a summary of the day's exercises. Both the participants and the instructor will take part in a joint review of the session. Furthermore, the participants will be informed about how they can go about getting a high-speed certificate issued.
Duration of the practical part
The practical part of the course will take between 1.5 and 3 hours, depending on the number of participants and how extensive the exercises are.

WHO DOES THE HIGH-SPEED CERTIFICATE APPLY TO?
This applies to anyone who wants to drive a recreational boat and/or jet ski in Norway under 24 meters that can achieve speeds of 50 knots or more.
Goldfish Boats
In order to obtain the high-speed certificate, one must complete a course that consists of both a theoretical and a practical part. It is important to note that this requirement applies regardless of whether you already have a boat driver's license or a recreational skipper's certificate.
If you were born after 1 January 1980, you will be required to have a boat driver's license to be able to drive boats and jet skis. For everyone else, there will be no requirement for a boat driver's licence, but it is expected that you have a certain degree of experience and understanding of boating before completing the course.
We would like to emphasize the importance of following these requirements and the safety rules that have been set to avoid dangerous situations at sea. Our high-speed courses will provide you with the necessary training and skills you need to operate a boat and personal watercraft in a safe and responsible manner. Our goal is to give all participants a thorough understanding of how to handle high-speed driving on sea and water in a safe manner.

Norwegian Maritime Directorate
Report on safety when using a recreational boat - a summary
Introduction and background
The report, drawn up by a committee led by the Norwegian Maritime Directorate, focuses on safety when using recreational boats and suggests measures to reduce risks and accidents. The document deals with main topics such as training, information, registration and control, as well as emergency and rescue equipment.
Accident statistics and risk analysis
The report presents an analysis of the accident statistics in the period 2006-2011. It shows that there has been an increase in the number of accidents and deaths in connection with the use of recreational boats. The main causes of accidents include high speed, lack of training, alcohol and failure to use a life jacket.
Training and information
The report emphasizes the importance of training and information to increase safety when using recreational boats. Several measures are proposed, including compulsory training for boat drivers, further development of the existing boat driving test and information campaigns aimed at both adults and children. In addition, it is proposed to strengthen control of boat driver training and implement the boat driver's test as part of driver training for motor vehicles.
Registration and control
The report recommends strengthening the registration and control of recreational boats. This includes the introduction of requirements for compulsory registration of leisure boats above a certain size and engine capacity, as well as the establishment of a central database for registered boats. Furthermore, it is proposed to strengthen control of boat sellers and workshops, and to introduce requirements for periodic control of recreational boats.
Emergency and rescue equipment
The report points out that many accidents could have been avoided or had a less serious outcome if emergency and rescue equipment had been available and used correctly. Recommended measures include requirements for standardized and mandatory emergency and rescue equipment on board recreational boats, as well as an increased focus on training in the use of the equipment.
Responsibility and exercise of authority
The report proposes a clearer distribution of responsibilities between various actors, including boat owners, boat drivers, boat sellers, workshops and authorities. This involves, among other things, a strengthening of the Norwegian Maritime Directorate's role as a supervisory body for the leisure boat sector, as well as the establishment of cooperation forums to coordinate the efforts between various actors and authorities.
Alcohol and boat driver
The report identifies alcohol as one of the most important causes of accidents with pleasure boats. To increase safety, it is proposed to introduce a blood alcohol level limit for boat drivers that is the same as that for car drivers (0.2 blood alcohol level). In addition, it is recommended to strengthen the control and enforcement of the alcohol limit through increased police efforts and cooperation between the police, customs and coast guard.
Safety equipment and life jackets
The report highlights the importance of having available and correct use of safety equipment and life jackets on board recreational boats. Recommended measures include requirements for the use of life jackets for everyone on board pleasure boats below a certain size and in situations with increased risk, as well as information campaigns and training in the correct use of life jackets and other safety equipment.
Children and young people in leisure boats
The report points out that children and young people are a particularly vulnerable group in connection with the use of leisure boats. Several measures are proposed to increase safety for this group, including requirements for training and certification for young boat drivers, as well as the design of special information and training programs aimed at children and young people.
International cooperation and harmonization
The report emphasizes the need for increased international cooperation and harmonization of regulations and standards for recreational boats. This includes, among other things, cooperation with the EU and other international organizations to develop common requirements and standards for training, registration, control and equipment.
Proposals for legislative and regulatory changes
The report contains proposals for changes to the legislative and regulatory framework to implement the proposed measures. This includes, among other things, changes to the Maritime Act, regulations on minimum age requirements and boater's licenses for drivers of recreational boats, as well as regulations on the production and sale of recreational boats and jet skis.
Summary and conclusion
The report concludes that there is considerable potential to reduce the number of accidents and deaths linked to the use of recreational boats through a combination of training, information, registration, control and enforcement of regulations.
